FHFA proposes 2026-2030 strategic plan, signaling shift under Trump administration

The Federal Housing Finance Agency (FHFA) is seeking public feedback on its proposed strategic plan for 2026–2030, the agency announced Wednesday.

The document, described as “consistent with its statutory requirements and President Trump’s executive orders,” marks a sharp shift from the Biden-era plan. It introduces new priorities such as fraud detection and deregulation, while scaling back previous focuses on diversity, equity and inclusion (DEI).

The FHFA’s new proposal — with public comments due by Nov. 5 — outlines three strategic goals for what the agency informally calls U.S. Federal Housing: responsible oversight of Fannie Mae and Freddie Mac for the American people; supervision of the Federal Home Loan Bank System; and efficient management of U.S. federal housing operations. 

By contrast, the 2022–2026 plan centered on securing the regulated entities’ safety and soundness; fostering housing finance markets that promote equitable access to affordable and sustainable housing; and responsible stewardship of FHFA’s infrastructure. 

The draft removes language about DEI supervision, as well as issuing supervisory guidance or policies to set operational standards. Instead, it adds goals such as developing and administering supervisory tests “when appropriate.”

The new document reflects FHFA Director Bill Pulte’s priorities, including identifying and combating fraud and misconduct. Under his leadership, the agency has launched new fraud-detection tools, including a tip line. Fannie Mae has also partnered with Palantir Technologies, co-founded by Peter Thiel, to use AI for real-time crime detection.

The plan further emphasizes compliance with executive orders aimed at “promoting prosperity for Americans through deregulation” and “remediating overburdensome or costly regulations inconsistent with efficient operations.” In recent months, the government-sponsored enterprises (GSEs) have undergone layoffs, board changes and team restructurings.

The FHFA also proposes a new approach to the nation’s housing supply challenges. In early October, President Donald Trump called on homebuilders to “start building homes” in a post on Truth Social. 

While the previous plan pledged to “facilitate greater availability of affordable housing,” the new one focuses on supporting efforts to expand housing supply to meet national demand.

It would accomplish this by ensuring GSE support for the Low-Income Housing Tax Credit program and by encouraging the enterprises to “explore opportunities to address the national housing supply crisis.”
